Visitor unable to add resume was created by v s punn

I have enabled Yes to Allow visitors to add resume.
But when i try to add a resume without loging in , it shows the message
To access the private area of this site, please log in.

Hi,

Visitor can apply to a job. He can't save resume for future use.
Please check Newest Jobs > Apply Now > a resume form will show.

The visitor can apply for jobs through filling the cells, but he can not upload his resume, because the field of uploading and brows don't appear for visitors, why?
