Hi. 
when a person likes to add 3 or more institute after adding an institute an option will be displayed to add more institute. However when someone likes to add more skills, there is no option for add skills.
it seems that something is not working properly. because in resume everyone can add more institute, language and ..... but for skill, it is not working!

Skill section is a text area and the user will write all of his/her skills in skill section. It is not a bug.

I know what you mean but you get it wrong! there is no option (button labeled add skill) to add two or more skiils! better to check it out...
