I finally could add jobs without problem with start publish dates(thanks to Mohsen).It is shown in list of newest jobs but it is labeled with UNPUBLISHED. and when I want to edit or have a preview of posted job in employer control panel I got error "Requested page not found...!"
I thought it is because of activating modern router in Joomla. so I changed it to legacy but nothing changed..

I disabled sh404sef URL optimization and It works fine. But I really need sh40sef for optimization of url addresses for seo.
