hello...i have twp problems (im using 1.0.9.0 version)

1.when i try to acces a job i always get this message JS Jobs is down for maintenance. Please check back again soon. in my ontrol panel js jobs maintanace is off so i dont know what is the problem.

2.i cant update to version 1.0.9.1 ....(using joomla 3.2.2)

Please check configuration
Set Admin > Configurations > General > Offline: No
