I know that Internal Notes only show to Staff and Admin. We have a developer implementing JS Support Ticket along with a new Internet and Intranet site. They custom coded something that made every Internal Note appear to have been submitted by the user who submitted the original ticket rather than from the Staff person who submitted who submitted the Internal Note. They have since fixed the issue. It was something they coded so I have no idea what the cause or solution was.
